From my point of view, both Claire and Paul's point make sense, but over-lighting during
the city nights is a more serious issue that can be reduced.
To begin with, Paul mentions that the amount of government workers should be
reduced to cut the budget. However, this can easily lead to great unemployment,
which will negatively effect the society's stability.
Besides, Claire's idea that plants in the parks and green lands should be replaced
by other species that are cheap and easy to maintain is not good.
Consequently, I suggest that the government should consider there are far
too much light signs and decorative electric lights at night,
which is a significant financial burden.
By cutting off unnecessary lightings and updating the street lights
with new and energy-saving lights,
the spending on public services can be decreased without damaging the city's living level.
